A [Gram Panchayat] [Substituted by U.P. Act No. 9 of 1994.] may contribute such amounts for such organisations, institutions and functions outside the jurisdiction of the [Gram Panchayat] [Substituted by U.P. Act No. 9 of 1994.] as the State Government may by general or special order permit.
