The prescribed authority may, and when required by the State Government, shall make bye-laws for a Gram Panchayat within its jurisdiction consistent with the Act and the rules made thereunder for the purpose of promoting or maintaining the health, safety and convenience of persons residing within the jurisdiction of a [Gram Panchayat] [Substituted by U.P. Act No. 9 of 1994.] and for furtherance of administration of [Gram Panchayats] [Substituted by U.P. Act No. 9 of 1994.] under this Act.
