- The Authority may construct such drains as it thinks necessary for keeping the area properly cleaned, and may carry such drains through, across or under any street or place and after reasonable notice in writing to the owner or occupier, inter through or under any building or land. It may from time to time, enlarge, lessen after the course of, cover or otherwise improve a public area and may discontinue or close such Area.
