Section 5 · Source of recruitment

Recruitment to the various categories of posts in the Service shall be made from the following sources, namely -
(1)
The posts mentioned in Schedule II shall be filled in by promotion from the posts specified against each, in the manner laid down in regulation 17.(2)
The posts mentioned in Schedule III shall be filled in by direct recruitment in the manner laid down in regulation 15 :Provided that mere existence of a vacancy shall not confer any right for promotion.Your private note on this section
