Notwithstanding anything contained in Rules 15 and 16, the State Government may, in order to implement the provisions of the Act, by order make provisions for relaxation of minimum educational qualification for appointment of such shiksha mitras as Assistant Teachers in junior Basic Schools as are considered otherwise eligible.]
