The Commission, while submitting its recommendation under rule 18, consider the claims of qualified candidates to the Scheduled Castes and Scheduled Tribes, if the list of nominees submitted under Rule 18 does not contain an adequate number of candidate belonging to the Scheduled Castes and Scheduled Tribes who may be appointed to the vacancies reserved for them to the post of Sub-Registrar, the Commission shall submit a Supplementary list nominating a sufficient number of such candidates as in their opinion attain the required standard of qualification and are in all respects suitable for appointment.
